The Regional Transportation Analysis (RTA) promotes transportation planning both within and among the counties that make up the Tampa Bay Region. The RTA provides a forum for the coordination of proposed transportation improvements - both highway and transit - that span multiple jurisdictions. Another important function of the RTA is that it provides for the development of a powerful, regional travel demand-forecasting model, the Tampa Bay Regional Planning Model.

The RTA study area corresponds with the jurisdiction of Florida Department of Transportation District Seven. The study area has a 2000 population of over 2.5 million, showing an approximately 2.0% annual growth rate since 1995. With more than 2.9 million vehicles registered, the area generates more than 14 million daily trips.
